Extract from the Wa Tsz Yat Po. Hong Kong, 26th January 1929

Propaganda on Customs Autonomy,

Our Custan Autonomy has been realized as from the 1st February. Yesterday, the Provincial Government was directed to send to all their subordinates for their guidance a copy of the General Propaganda Regulations and the important points and slogans for propaganda. Their notification reads

as follows:-

We have received a despatch No.89 under the character "Chung", from the Internal Administration Department of the Executive Board of the National Government to the following

effect:-

The Chinese Customs tariff for Imports has been proclaimed by the National Government, and as has been decided, will be enforced from the 1st February (1929). This constitutes the first stage of our Gustoms Autonomy

It has been decided on the 24th December of the 17th year (1928) that our department should direct the Kuomintang Departments at home and abroad to hold weekly propaganda meetings to preach the Customs Autonomy of our Chinese Republic. The Central Government has made some General Regulations and selected some important points and slogans for various Kuomintang Departments to guide the masses and to direct all News Agencies under them in various localities to do their utmost to preach Customs Autonomy far and wide by literature and cartoons. Besides circulating a telegram for the information of all concerned and writing to the Ministry of Education, calling upon it to instruct all schools in the country to hold meetings to preach Customs Autonomy, we now send you the General Propaganda Regulations
